Appeal:
As May, your 2011 CDR will become available to you through SysPer2 (performance level – points – appraisal). If you are unhappy with the outcome, or have the impression of having been treated unfairly, you have 15 working days to file an appeal. To assist you with the formulation of such an appeal, R&D proposes seven templates which should cover the majority of cases typically encountered. This list is not exhaustive. In 2010, there are quite a few ‘simplifications’ to the appeals procedure as compared to last year. But these concern rather the work of the joint committees that would deal with appeals, and the deadlines for appeals’ introduction, while the substance of the appeals remains basically the same as last year.
Appeal structure for 2010-2011
Please bear in mind:
In 2009 and 2010, each year more than 4000 appeals were launched, not least on the basis of the R&D HelpDesk and templates. Roughly 20% of these appeals were treated favorably in the Joint Committees and Working Groups, thanks to the defense team of your staff reps. So it might be worth for you to consider your options this year. Last year’s promises not fulfilled? 4/5 points attributed, where you need 6 for a normal career? Put in performance level III? Maybe you will identify your situation in one of our templates.
You can withdraw your appeal in SysPer at every stage, if you change your mind.

If you are unhappy with an element of your evaluation and promotion, or have the impression of having been treated unfairly, you have 15 working days to file an appeal against every one of the three evaluation and promotion elements: appraisal – level – points.

In 2010, nearly 4000 appeals were launched. Roughly 30% of these appeals were treated favorably in the Joint Committees and Working Groups, leading to additional points attributed and in some very rare cases to changes of performance level. So it might be worth for you to consider your options this year.
Appeal provisions in 2011 unchanged
You may ask for an ‘information dialogue’ with your countersigning officer (he may delegate to the Head of Unit) to get explanations about your evaluation and promotion. Points or texts would not be changed in the course of such a pure ‘information dialogue’.
