Dear colleagues,
R&D thanks you for your support in the context of the dificult negotiations relating to setting up the new European External Action Service. The establishment of this service presents a number of challenges which we need to meet together. We take particular care to defend all the categories of staff: local agents, contractual agents and officials as part of a strong and progressive European vision.
R&D completely shares your analysis and your concerns. For many years now, we have been fighting to achieve one of our oldest demands for the most vulnerable staff in the Institution, namely the local agents. Together, we have asked for the insertion of a legal basis in the Staff Regulations which would allow the Commission to finally establish- 20 years later- a social policy in favour of local staff comprising a pension system, invalidity insurance and social protection for retired local agents.
R&D believes that we will be able to convince the Commission, but the European Parliament and the Council will be tougher nuts to crack. We will need the support of all the EU Delegations and all staff in order to gain acceptance for our ideas.
