Are 142 Staff Members (in Grades: AST 4D, AST6C, AST 10B and AD 13) Kids of a lesser God?
Staff Regulation are no longer respected by the whole ADMINISTRATION?
According to our R&D team involved in the appraisal and promotion procedure for 2010, DG HR’s analysis and proposals to the Joint Appraisal and Promotion Committees for AD and AST are much worse than the provisions of the consolidated Staff Regulations [STATUTE] for AST 4D, AST 6C, AST 10(ex B) and AD 13 officials.
Actually, the current situation for the aforementioned grades is as follows:

R&D staff representatives had communicated all relevant data to both JAPC AST and AD in good time…
…and there is still plenty of time for DG HR and the rest of the ADMINISTRATION to take all necessary corrective steps and ensure ALL justified promotions will be granted.
Since officials in the aforementioned grades are also among the victims of the infamous Kinnock reform providing for less than minimum compensation for merit over time for ex ‘end of career’ grades at the time of the last reform R&D pays due attention to the case and we will intervene further, if need be, to redress any wrongs at the expense of these experienced, hard working and high performing colleagues.
After all, our Institution, that took the Council to Court last year for failing to respect statutory provisions concerning our annual salary adaptation, should preach by example and show the same diligence when applying the Staff Regulations for the promotions of its own personnel.
