MADELIN REPORT : THE COMMISSION REACTS
A FIRST RESULT FROM THE MOBILISATION OF THE ALLIANCE AND OTHER TRADE UNIONS
A few months ago a report began to circulate throughout the Commission services, the so-called “Madelin Report” prepared by, amongst others, the Director-General of DG SANCO. Although the Barroso Commission has always confirmed not to envisage any new reform, this report puts forward totally unacceptable proposals for an imminent reform of our staff regulations. Even Kinnock didn’t dream up plans to replace two thirds of officials by temporary agents directly recruited by each DG. Even the die-hards of decentralisation didn’t put into question the role of DG Admin and the bodies centrally charged to ensure coherence between the services and equality of treatment for the personnel as a whole.
