Ann\u00e9e apr\u00e8s ann\u00e9e, la DG HR s\u2019ent\u00eate dans ses calculs qui rendent de plus en plus tenu le lien entre les m\u00e9rites et la promotion\u2026<\/span><\/p>\n<p><span style=\"color: #000000;\">Nous vous avons inform\u00e9 r\u00e9cemment de nos pr\u00e9visions quant \u00e0 la distribution des quotas pour l\u2019exercice de promotion 2019 (<\/span><a href=\"\/?p=17139\"><span style=\"color: #0000ff;\">lien<\/span><\/a><span style=\"color: #000000;\">) et les diff\u00e9rences que l\u2019on pourra observer selon les grades et les Directions g\u00e9n\u00e9rales. Cependant les in\u00e9galit\u00e9s (erreurs\u00a0?) ne s\u2019arr\u00eatent pas l\u00e0 \u2026.<\/span><\/p>\n<p><span style=\"color: #000000;\">Alors que le Statut mentionne que les \u00ab\u00a0taux (de promotion) s\u2019appliquent sur une base quinquennale moyenne\u00a0\u00bb, la DG HR calcule ces taux sur une base annuelle\u00a0! Le r\u00e9sultat\u00a0? <strong>Un yo-yo selon les exercices\u00a0: les promotions sont largement exc\u00e9dentaires ou bien d\u00e9ficitaires, et vos chances de promotion varieront de mani\u00e8re similaire.<\/strong><\/span><\/p>\n<p><span style=\"color: #000000; font-family: Calibri; font-size: small;\">\u00a0<a href=\"\/fr\/2019\/03\/carriere-et-staff-survey-2018-les-resultats-donnent-raison-a-rd\/table-1\/\" rel=\"attachment wp-att-17442\"><img loading=\"lazy\" decoding=\"async\" title=\"Table 1\" src=\"\/wp-content\/uploads\/2019\/03\/Table-1-300x265.png\" alt=\"\" width=\"300\" height=\"265\" \/><\/a><a href=\"\/fr\/2019\/03\/carriere-et-staff-survey-2018-les-resultats-donnent-raison-a-rd\/table-2\/\" rel=\"attachment wp-att-17443\"><img loading=\"lazy\" decoding=\"async\" title=\"Table 2\" src=\"\/wp-content\/uploads\/2019\/03\/Table-2-300x239.png\" alt=\"\" width=\"300\" height=\"239\" \/><\/a><\/span><\/p>\n<p style=\"text-align: center;\" align=\"center\"><span style=\"color: #000000;\">Diff\u00e9rences entre quotas allou\u00e9s aux Directions g\u00e9n\u00e9rales et fonctionnaires ayant atteint ou d\u00e9pass\u00e9 la permanence moyenne dans leur grade<\/span><\/p>\n<p><span style=\"color: #000000;\">La DG HR n\u2019y voit pas l\u00e0 un probl\u00e8me, contrairement \u00e0 <strong>64%<\/strong> de nos coll\u00e8gues\u00a0qui ne comprennent pas o\u00f9 est le lien entre leur performance et la progression de leur carri\u00e8re\u2026<\/span><\/p>\n<p><strong><em><span style=\"color: #000000;\">\u00ab\u00a0Rien n&rsquo;est pire qu&rsquo;un ignorant qui ne reconna\u00eet aucune chose pour vraie hormis ce qui lui pla\u00eet\u00a0\u00bb<\/span><\/em><\/strong><a title=\"\" href=\"\/wp-admin\/post-new.php?lang=fr&amp;admin_bar=1#_edn1\"><strong><em><span style=\"color: #0000ff;\">[i]<\/span><\/em><\/strong><\/a><strong><em><span style=\"color: #000000;\">.<\/span><\/em><\/strong><\/p>\n<p style=\"text-align: center;\"><strong>R<\/strong><strong>&amp;<\/strong><strong>D <\/strong><strong><em>ne r\u00e9signe pas \u00e0 ce que l\u2019exercice de promotion continue \u00e0 \u00eatre une loterie\u00a0!
