moyennes"},"content":{"rendered":"<p>Les <strong>permanences moyennes par grade<\/strong> sont indiqu\u00e9es dans l&rsquo;annexe IB du Statut, sous la forme de &lsquo;taux de promotions&rsquo; exprim\u00e9s en pourcentages. <strong>Cela n&rsquo;est en aucun cas une garantie individuelle<\/strong>, mais collective, moyenn\u00e9e sur la population dans le grade \u00e0 la Commission, sur 5 ans.<\/p>\n<p>Les &lsquo;garanties&rsquo; r\u00e9dig\u00e9es par le Commissaire Sefcovic garantissent qu&rsquo;<strong>un pourcentage minimum de fonctionnaire dans le grade soit promu \u00e0 la
