Or, entre 2013 et 2016, force est de constater que l\u2019indice d\u2019engagement du personnel a baiss\u00e9 de 6,5 points passant de 70,8% \u00e0 64,3% .<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"has-vivid-red-color has-text-color wp-block-heading\">Les principales causes du d\u00e9sengagement&nbsp;<\/h2>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul><li>r\u00e9organisations irr\u00e9fl\u00e9chies, injustifi\u00e9es et impos\u00e9es sans le moindre dialogue avec les coll\u00e8gues; <\/li><li>absence de reconnaissance du travail et des efforts accomplis;<\/li><li>blocage de carri\u00e8re \u00e0 plusieurs niveaux; <\/li><li>n\u00e9gligence du bien-\u00eatre du personnel;<\/li><li>politisation des nominations et passage par un cabinet \u00e9tant une <em>condition sine qua non<\/em> pour l\u2019acc\u00e8s \u00e0 l\u2019encadrement;<\/li><li>qualit\u00e9 du management trop souvent ax\u00e9e uniquement sur la gestion st\u00e9rile de pouvoir;&nbsp; <\/li><li>politique de mobilit\u00e9 quasi inexistante et sans v\u00e9ritable transparence; <\/li><li>mobilit\u00e9 forc\u00e9e&nbsp;impos\u00e9e au middle management alors que le senior management en est exempt\u00e9; <\/li><li>politique de formation insuffisante; <\/li><li>absence de consultation du personnel apr\u00e8s les prises de d\u00e9cision. <\/li><\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" Commission un employeur attractif et moderne;<\/li><li>l\u2019abandon de la politique des slogans vides qui ne sont jamais suivis d&rsquo;effet et la mise en place d\u2019une v\u00e9ritable politique du personnel valorisant les comp\u00e9tences, reconnaissant les m\u00e9rites et favorisant les perspectives de carri\u00e8re:<ul><li>la mise en place d&rsquo;une politique du personnel qui inclue une \u00ab&nbsp;Gestion des talents&nbsp;\u00bb \u00e0 la hauteur de la diversit\u00e9 de son personnel et qui soit un exemple europ\u00e9en.<\/li><\/ul><\/li><li>une politique \u00ab&nbsp;Sant\u00e9 &amp; Environnement&nbsp;\u00bb garantissant des soins de qualit\u00e9, une pr\u00e9vention efficace et une qualit\u00e9 d\u2019air pur dans les locaux;<\/li><li>un programme fit@work, v\u00e9ritable engagement moral de la Commission envers le bien-\u00eatre de son personnel incluant une politique sociale au c\u0153ur de l\u2019Humain qui respecte le socle europ\u00e9en des droits sociaux;<\/li><li>un espace de travail moderne adapt\u00e9 \u00e0 la sp\u00e9cificit\u00e9 des m\u00e9tiers.<\/li><\/ul>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Pour <strong><span style=\"color: #008E00;\">R<\/span><span style=\"color: #ff0000;\">&amp;<\/span><span style=\"color: #008E00;\">D<\/span>, l&rsquo;attachement \u00e0 l&rsquo;unit\u00e9 du personnel ne sera jamais un pr\u00e9texte pour nier les besoins sp\u00e9cifiques des diff\u00e9rents groupes, tels que les pr\u00e9judices subis par les coll\u00e8gues post 2004 victimes de la d\u00e9sastreuse R\u00e9forme 2004, les difficult\u00e9s rencontr\u00e9es par les coll\u00e8gues AD, AST, AST-SC, AC, les 55+, le personnel des repr\u00e9sentations&#8230;<\/strong><\/strong><\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-medium-font-size\"><strong><strong>N\u00e9anmoins, dans la prise en compte de ces besoins, pour <strong><span style=\"color: #008E00;\">R<\/span><span style=\"color: #ff0000;\">&amp;<\/span><span style=\"color: #008E00;\">D<\/span><\/strong> il ne sera jamais question de monter les coll\u00e8gues les uns contre les autres, la solidarit\u00e9 \u00e9tant toujours au
