Promotions : Do it yourself ! !

Since 2000, the promotion exercise in the cabinets has given rise to difficult debates within the Promotion Committee between the staff representatives and the person from the Vice-President's Cabinet in charge of preparing the list of the most meritorious officials. In the name of "merit" (according to Mr. Kinnock) any opportunity is taken to get rid of the common rules by:

- trying to give priority to the Heads of Cabinet and Assistant Heads regardless of the other officials

- making out a list further to the Heads of Cabinet’s (secret?) vote regardless of the merit stated in the appraisal reports.

With the current exercise, a new limit has been crossed. Showing no consideration whatsoever for the results of the (recently completed) appraisal reports of its colleagues, the Vice-President's Cabinet hasn’t hesitated to propel its most distinguished member far in front of officials with greater seniority and greater merit.

Our purpose is not to give an opinion on the merit of our colleagues whether they work in a Cabinet or not, but what bother us is the double standards which seem to be applied. In his "great" reform, Mr. Kinnock talks about the need to be "objective" and to "pay more attention to merit". The architects of the reform hasten to favour their followers before the reform takes effect. In order for them to reach as high a rank as possible, as quickly as possible, before the mandate of the current Commission expires. The other officials, including those in the Cabinets will simply have to wait. Since the people who set the rules of the game and those who decide on promotions are the same, why bother with niceties?

The way the "reformers" are using the current system gives a good idea of what is going to happen in the future. The initiated can already clearly see how the margins offered by the new system will be used to ensure the promotion of the happy few courtiers.

As far as this Commission is concerned, it goes far beyond the former ones in terms of horse trading and manipulations as evidenced by its multiple changeovers (Directors-General, Heads of Delegations, Heads of Unit), prefabricated nominations and now, do-it yourself promotions!

How long will the Press, the Members of Parliament and the citizens continue to be deceived by the ever-growing gap between the moralising speeches and the cynical practice?
