DG ADMIN boycotts its own bad reform!!!

R&D has just learned that the majority of our colleagues, at all levels who have already taken part in the first CDR training courses, deemed them unacceptable as premature, inappropriate and on many points factually incorrect or totally unsuited to fulfilling the ambitions claimed by the Commission. DG ADMIN went into panic mode and decided to reduce the content of this so-called badly organised training, which was perceived by our colleagues as a despicable act of propaganda.

Faced with this patent fiasco at the beginning of the implementation of Mr Kinnock’s Reform – the REC is a key feature of the Commission’s new human resource management policy – a few questions need to be asked:

  • Why didn’t the Administration even consider consulting staff representatives about this training beforehand?
  • Why did the Administration entrust this important task to an outside private – and extremely expensive – firm that knows neither the old nor the new system of reports/appraisals, or its links with promotions and careers?
  • Why did DG ADMIN produce such an impracticable plan with the nod from its ‘friendly’ trade unions?

In fact, this training is nothing more than a propaganda action made up of meaningless slogans. R&D accordingly calls on the Administration:

  • to review its proposal concerning reports/appraisals from top to bottom, in close consultation with all the trade unions;
  • to draw up clear instructions;
  • to hand over responsibility for this training to officials who know the system current system, and who will examine it afresh.

In the meantime, R&D calls upon the Administration to abandon this circus of CDR training sessions forthwith.

Let’s not forget that our careers will depend increasingly on the CDR
