Dates to put in your diary:
  • 21 January 2002: publication of lists of promotables for each grade, in alphabetical order, by Administrative Notice;

a) check your name is on the list; if it isn’t, contact DG ADMIN and your own DG's ‘Human Resources’ unit;

b) raise with your hierarchy (Head of Unit or Director) the possibility of your proposal being on the DG’s list, and the question of the likely order.

  • 6 March 2002: publication of proposals in order of merit at Directorate level, and the composition of the five joint promotion committees:

a) the responsible hierarchy must be able to justify the proposed order;

b) if the reasons received are not satisfactory, contact an appropriate staff representative on the Promotion Committee, preferably one of the ‘rapporteurs’ for your DG, before the dialogue (see next point);

  • 18 March to 10 April 2002: dialogue meetings between all Directors-General and the ‘reporters’ (staff representatives on the various Promotion Committees). These dialogue meetings must take place before each Director-General announces his/her final proposals:

a) ‘rapporteurs’ will have a summary of all promotables’ appraisal reports (the number of Es, Ss and Ns);

b) if you want your case to be examined in greater depth, contact one of the ‘rapporteurs’ of your DG.

  • 2 May 2002: lists of DG proposals by grade (and laid out in order of duly justified merit) sent to DG ADMIN.
  • 15 May 2002: publication by Administrative Notice of the lists of staff proposed by DGs/Services:

a) possibility of introducing an appeal mechanism involving just a letter to the Head of Unit of ADMIN.A.6 ‘Structure des carrières, évaluation et promotions’ (Marc Mouligneau, MO34 05/88) within 15 working days of the date of the publication of the lists of proposed officials (the final date for lodging appeals is 6 June 2002);

b) if an appeal mechanism is introduced, employees should ideally be accompanied by a member of the Promotion Committee representing staff.

  • 17 to 21 June 2002: Meetings of the Appeals Groups of Promotion Committees B, C and D, and 24 to 28 June 2002: meetings of the Appeals Groups of Promotion Committees A and LA:

a) make contact with members (i.e. those representing staff) of Appeals Groups, and provide them with all the information necessary to support your case.

  • 11 to 16 July 2002: meetings of Promotion Committees A and LA, and 24 to 28 July 2002: meetings of Promotion Committees B, C and D.
  • Each Promotion Committee produces a draft list of officials deemed to be ‘the most meritorious’ (les plus méritants) following a comparative study (based on appraisal reports) of the merits of officials expecting promotion on 31 December during the current promotion exercise.
  • The AIPN will decide on the list of those promoted on the basis of the list of the most ‘meritorious’:

a) it will only be possible to challenge this decision through the introduction of an appeal mechanism to the AIPN during the three months following the publication of the list of promoted officials.

The promotions take effect from 1 January 2002.

DELEGATIONS OUTSIDE THE UNION AND REPRESENTATION WITHIN THE E.U.

R&D wishes to draw the attention of colleagues working in delegations outside the Union, and in EC Representations in the EU, to the fact that these procedures apply to all of them. The Administration has to provide them with ALL information at the appropriate times. R&D urges them to report any dysfunctioning.
