At last, agreement has been reached on the text for the Framework Rules laying down the conditions of employment of local staff serving within the EU.

Next step will be the consultation for the statute committee and the approval by the Commission of the new Framework agreement. Then specific Local Employment Conditions (LEC) will be established for each place of employment. This is important since only after signature of new contracts by each one of you on basis of the LEC, the new rules will apply to you.

To establish LEC a classification exercise will take place. This means that for every one of you it will be necessary to determine in which of the 4 salary groups you are to be placed. R&D as well as the other unions have insisted and obtained that a special group composed of staff representatives and of DG PRESS will deal with ad hoc cases which may occur during this exercise

With the Framework Rules the Commission commits itself to be among the best employers on the local market. Salaries, salary adaptations and social security will be on basis of the level and development of those elements with firms or organisations in your place of employment. These comparators, as they are called, are to be determined in the LEC and you have to agree to them before you accept the LEC.
