Resumption of social dialogue in the External Relations Service

Following a meeting between DG RELEX and staff representation organisations on 13 June 2000, agreement was reached on the salaries of local staff in Ghana and Venezuela. This agreement met the claims of local staff.

The Administration undertook to establish a way of adapting the salaries of local staff that makes this operation clear and transparent.

R&D will argue to ensure that local staff are fully involved in the decision-making process. Staff Representation Organisations and the Administration will soon be commencing discussions on the issue of staff working outside the EU. Talks are planned for the next few weeks on the delicate and important issue of Complementary Welfare Funds for local staff.

The examples of Ghana and Venezuela have shown that nothing short of serious, construction and ongoing social dialogue can protect the interests of staff and evaluate their work.


R&D is a young, open, democratic and solidarity-based trade union. It is increasingly gaining the confidence of Commission staff, and now has the second highest membership. R&D is committed to putting all of its energies into defending the independence and moral standards of the European public service.


Staff working in Commission delegations in third countries as officials and on other grades indisputably play key roles in the European public service. They must be listened to and supported. Working conditions and conditions of personal and family life in third countries can often be very difficult and complex.
